Request for Proposal: Early Care and Education Facilities Grant

First 5 Sonoma County is inviting applications for grants of up to $200,000 to fund new or expanded Early Care and Education (ECE) facilities serving children birth to 5 years, and will prioritize applicants who intend to serve children birth to two years.

High-quality early learning experiences support positive child development and prepare children for success in school and beyond. First 5 Sonoma County aims to expand the availability of quality early childhood education and care opportunities for all families living in Sonoma County.  Awardees will benefit from the advantages of investment in capital projects, and in turn, will be instrumental in reducing the overwhelming unmet demand for high-quality early care and education services in Sonoma County.

In 2015, the First 5 Sonoma County Commission established the Early Care and Education (ECE) Facilities Grants Program to improve the community’s capacity to support the healthy development of young children and their families in Sonoma County by improving access to high quality early care and education. Since that time, twelve facilities projects have been awarded funding and over 500 ECE spaces have been created or retained through building and renovation.

The October 2017 North Bay wildfires caused the most destructive and devastating disaster that Sonoma County has ever experienced. The wildfires destroyed 5,300 homes in Sonoma County and damaged another 7,776. Over 900 businesses were burned or damaged, resulting in lost or disrupted employment. In addition, over 400 licensed child care slots and an unknown number of unlicensed slots were lost in the wildfires, causing further displacement of children, lost businesses (home-based child care serving 0-3 year olds, and private preschools) and strain on parents who rely on child care in order to work.

In 2017, to meet the high need for increased ECE spaces for children 0-2, the First 5 Sonoma County Commission approved a revision to the Strategic Plan that included additional funds for ECE Facilities specifically targeted to Infant-Toddler facilities projects.  Applicants providing new Infant-Toddler facilities will be prioritized, as well as applicants rebuilding from the wildfires, however all facilities projects serving children 0-5 will be considered.   The Commission is interested in funding both center-based and family child care facilities, employer supported or onsite child care, or center-based care co-located with affordable housing.  First 5 Sonoma County’s strategic goal is to expand early care by creating 300 new spaces for children birth to 5 in the county by 2021.
